SwimSafer is Singapore's national water safety and learn-to-swim programme. It was introduced in July 2010 by the National Water Safety Council (NWSC), a council appointed by the then Ministry of Community, Youth and Sports (MCYS). Today it is owned and administered by Sport Singapore (SportSG) and managed operationally by Singapore Aquatics (SAQ).
The programme was enhanced in 2018 to become SwimSafer 2.0, with a revised learning syllabus, stricter assessment criteria, and updated instructor training and re-certification. It is endorsed by the Ministry of Education (MOE) and is a mandatory part of the Primary 3 curriculum in all Singapore schools, fully funded by MOE for every student.
The programme covers 6 progressive stages — from basic water adjustment and breath control (Stage 1) through to 400 m swimming, advanced rescue techniques, and survival skills (Stage 6 Gold). All stages include both practical swimming skills and a theory quiz on personal safety, environmental awareness, and emergency response.

How SwimSafer Assessments Work
SwimSafer assessments are administered through Singapore Aquatics via their centralised portal at sgaquatics.org.sg/swimsafer/. All registrations must go through this system — assessments cannot be arranged through individual swim schools. Assessments take place at designated Centralised Assessment Centres across Singapore.
How the Practical Assessment is Structured
Each stage practical consists of two separate sequences, both assessed without goggles:
Sequence A — Swimming
Stroke distances and times, sculling, underwater skills (surface dives, hoops). For Silver and Gold, the crouching dive and standing dive entry are used for front crawl and breaststroke.
Sequence B — Survival & Activity
Performed clothed (swimwear + shorts + t-shirt for Stages 1–4; long pants from Stage 5). A continuous sequence covering entries, sculling, underwater skills, survival swimming, PFD or self-made float, signalling, and H.E.L.P. (Silver/Gold). Assessors also test the active rescue skill at Bronze and Silver.
Complete the Theory Quiz First
As of 1 July 2024, students must pass the online theory quiz before they can sit the practical test. The quiz is at go.gov.sg/sstheory — requires 90% to pass, and can be retried as many times as needed within 3 months of the application date. It covers 5 areas: Personal Safety, Environmental Awareness, Health, Emergency Techniques, and Rescues.
Register via Singapore Aquatics
Once theory is passed, register the assessment at sgaquatics.org.sg/swimsafer. Applications must be submitted at least 10–14 calendar days before the assessment date. The fee is $10 per participant (minimum $50 per session). Assessments cannot be arranged through individual swim schools — all registrations go through this centralised system.
Arrive at Assessment Centre
On assessment day, students arrive at the designated ActiveSG pool or approved private facility. A coloured swimming cap matching the stage being attempted is issued on arrival.
Practical Assessment — One Attempt Only
Students are assessed on all skills for their stage — entries, strokes, underwater skills, and survival activities. Stages 1–4 use shorts and t-shirt; Stages 5–6 require long pants. There is only one practical attempt per registered assessment. If not passed, a new assessment must be registered and paid for.
Receive E-Certificate via FileSG
Students who pass both theory and practical receive an official e-certificate through FileSG (file.gov.sg). Retrieve it with SingPass or via your Transaction ID and OTP sent to the registered email. The certificate is issued under the exact name entered at registration — double-check spelling before submitting.

How many lessons does it take to complete a SwimSafer stage?
Typically 8–16 lessons per stage depending on the child's current ability and lesson frequency. Some children with prior experience progress faster; others benefit from more reinforcement. We provide an honest assessment and timeline so you know what to expect.
Is SwimSafer certification recognised by schools?
Yes. SwimSafer is the official national standard. Stage 2 certificates and above are recognised for primary and secondary school swimming requirements. Stage 6 Gold is widely recognised for national swim programmes, lifesaving courses, and competitive pathways.
What age should my child start SwimSafer?
The recommended minimum age for SwimSafer is 6 years old, though this may vary between instructors and service providers. All Singapore Primary 3 students participate in the programme through school. Children who start private lessons at 6 or 7 are well-positioned to progress through multiple stages by the time school-based assessments begin.
What does "clothed assessment" mean?
At SwimSafer assessments, students must perform survival and activity skills while fully clothed — typically swimwear plus shorts and a t-shirt (long pants required from Stage 5). This simulates accidental entry into water in everyday clothing, which is when real emergencies happen.
What is the H.E.L.P. technique assessed in Stage 5 and 6?
H.E.L.P. stands for Heat Escape Lessening Posture — a survival position where you draw your knees to your chest and cross your arms across your body while floating. This posture reduces heat loss from core areas in cold water, increasing survival time. Stage 5 requires 30 seconds; Stage 6 requires 1 minute.
What is the CAMS system and how do I book a SwimSafer assessment?
SwimSafer assessments must be booked through Singapore Aquatics via their official portal at sgaquatics.org.sg/swimsafer/. Assessments cannot be arranged through individual swim schools — all registrations go through this centralised system. Is there a theory test and how does it work?

What happens if my child does not pass the practical assessment?
Each registered SwimSafer assessment allows only one practical attempt. If a student does not pass, a new assessment must be registered and paid for — there is no make-up test on the same day. This is exactly why preparation quality matters. At SWIM2000, we track each student's readiness against the actual stage criteria and only advise sitting the assessment when we are confident they are ready.
Can my child skip a SwimSafer stage?
Yes. Students with a swimming background can skip stages. The instructor or service provider assesses the student's current capability and advises on the appropriate starting stage. When you enquire with SWIM2000, we do a brief ability check and recommend where to begin. There is no requirement to complete every stage from Stage 1 — only to meet the criteria for the stage being attempted.
How does my child receive their SwimSafer certificate?
SwimSafer certificates are issued as e-certificates through FileSG (file.gov.sg), Singapore's official government document platform. You will receive a notification email from no-reply@file.gov.sg. The certificate can be retrieved by logging in with SingPass, or via a Transaction ID and a one-time OTP. Note: certificates issued before 25 April 2018 (SwimSafer 1.0) were physical certificates issued by the Singapore Life Saving Society — no e-certificate exists for those.
How do I know which stage my child should start at?
When you enquire with SWIM2000, we conduct a brief ability assessment to gauge your child's current comfort and skills in the water. Based on this, we recommend the appropriate starting stage and coaching focus. There is no benefit to starting at a higher stage than your child is ready for.
